
January 13, 2026 (San Diego and Washington, D.C.) – Three Procopio attorneys based in San Diego and Washington, D.C., have been elevated to Partner as the firm enters 2026. Michael Nolan, Neil Salyards, and Jorge Obén-Cuadros have solid experience and accomplishments performed on both coasts in the legal fields of construction, intellectual property, and tax.

Michael Nolan is a member of Procopio’s Chambers-recognized Construction Law practice and a member of the Litigation Team. Mike has experience litigating construction and a wide range of business disputes. His construction practice includes the prosecution and defense of claims arising out of public and private construction projects. Mike has experience litigating disputes involving contracts, extra work, changed conditions, contractor license issues, warranty, delay, disruption, acceleration, contract interpretation, mechanic’s liens, stop notice and payment/performance bonds. Mike also has experience litigation business and real estate disputes, including lease disputes, breach of contract, business sale disputes, tax issues, and tort claims. He has been recognized for Construction Law by Best Lawyers® on its Ones to Watch list and is based in Procopio’s Del Mar Heights office.
Neil Salyards advises clients on the full range of domestic and international trademark and copyright matters, with a focus on building, protecting, and enforcing global brand portfolios. He works closely with in-house legal, marketing, and brand teams, as well as foreign counsel worldwide, to manage intellectual property strategies across jurisdictions. Neil counsels clients on trademark and copyright clearance, selection, prosecution, and enforcement, including worldwide trademark and trade dress protection, brand launches and advertising campaigns, licensing matters, and right of publicity issues. He represents clients before the US Patent and Trademark Office in trademark prosecution as well as opposition and cancellation proceedings, prepares availability and risk assessment opinions, and negotiates and drafts license and coexistence agreements. Neil leads Procopio’s Sports and Active Lifestyle practice.
Jorge Obén-Cuadros focuses on tax planning matters, tax controversy and tax policy. He represents individuals and businesses—including multinational corporations, high-net-worth individuals, and family offices, particularly from Latin America and Puerto Rico—on complex U.S. international tax matters. His practice includes advising on inbound structuring, cross-border planning, IRS examinations, and tax policy developments. Prior to joining Procopio, Jorge was an attorney with the U.S. Internal Revenue Service and served as an IRS detailee to the U.S. House of Representatives Committee on Ways and Means, where he assisted with matters involving international tax (including Puerto Rico and the other territories), corporate tax, and the energy provisions in the Inflation Reduction Act of 2022.
