Overview
Katrina advises charter schools, nonprofits, and public agencies on a broad range of
education and employment law matters, including compliance with California's public
transparency laws, such as the Brown Act and the California Public Records Act. She
counsels and represents educational organizations in employment-related matters
involving employee discipline and dismissal, performance management, leaves of
absence and accommodations, and claims of discrimination, harassment, and
retaliation. Her practice also includes advising clients on student-related matters,
including curriculum and educational technology adoption, compliance with
Individualized Education Programs (IEPs) and Section 504 Plans, and the investigation
and resolution of complaints under Title IX and the Uniform Complaint Procedures
(UCP).
Prior to joining Procopio, Katrina practiced at one of California's leading education and
management-side employment law firms, where she advised and defended TK-12
public school districts, community college districts, and county offices of education on
labor and employment, governance, and general education matters. She also regularly
developed and delivered training on legal compliance, risk management, and best
practices for educational institutions and public-sector employers.
- Successfully secured the termination of a high-ranking classified employee on
behalf of a community college district. - Conducted high-profile investigations for large urban school districts involving
allegations of misconduct by athletics personnel that had attracted media
attention. - Secured multiple workplace violence restraining orders on behalf of school
district clients. - Conducted sensitive investigations involving whistleblower claims, conflicts of
interest, Title IX complaints and appeals, discrimination, harassment, retaliation,
and other alleged policy violations. - Defended K-12 and community college districts before administrative agencies in
employment matters involving allegations of unlawful discrimination and other
workplace claims. - Advised governing boards, executive leadership and human resources
professionals on Brown Act compliance, Public Records Act requests, leaves
