We’ll feature special guest speaker David Gibson, Executive Officer of the San Diego Regional Water Quality Control Board, with moderator John Lormon, Procopio Partner and Energy and Environment Practice Group leader. You will hear about the recent amendments to the California’s Inland Surface Waters, Enclosed Bays and Estuaries (ISWEBE) Plan.  We will discuss the impact of these amendments to the state dredge and fill permit program, which will affect water quality certifications under the Clean Water Act 401 and waste discharge requirements under California Water Code section 13260. We will also review changes to the state definition of wetlands. These updates were adopted by the State Water Resources Control Board on April 2nd, 2019.
