John is a senior partner in Procopio’s Environmental law practice and leader of the firm’s Energy Industry Practice Area. He brings over two decades of experience advising clients on complex regulatory, transactional, and development matters in the energy and environmental sectors. John has built a career at the intersection of renewable energy, infrastructure development, and environmental stewardship, serving a diverse client base that includes utilities, developers, startups, research institutions, government agencies, and tribal communities.
John’s energy industry experience includes structuring, negotiating and drafting power purchase agreements (PPAs), energy service agreements (ESAs), battery storage agreements, interconnection agreements, asset purchase and sale as well as lease agreements, energy project real estate options and lease agreements, mineral rights, surface access waiver agreements, transmission sharing, and rights of way documents, and as well as infrastructure contracts, EPC and O&M agreements for industrial projects across technologies including solar, wind, geothermal, biofuels, landfill and wastewater methane recapture, cogeneration. He frequently advises clients on compliance with California’s complex regulatory landscape, participating in resource allocation proceedings at the California Public Utilities Commission (CPUC) and guiding stakeholders through long-term procurement planning, and California greenhouse gas compliance including with the renewable portfolio standard.
John helps clients navigate regulatory hurdles while maximizing early-stage return on investment, helping clients deploy sustainable energy solutions that also deliver local economic and other benefits.
He is a member of the ABA Energy and Environmental Section and the Energy Bar Association and has moderated numerous panels and published articles on regulatory trends, energy law innovation, and sustainable infrastructure policy.
