Procopio Partner Justine Nielsen Named a Top 50 Influential Leader by The Daily Transcript
September 4, 2019 (San Diego) – Procopio Partner Justine K. Nielsen has been named a 2019 Top 50 Influential Leader in the San Diego business community by The Daily Transcript. The newspaper annually selects individuals who have demonstrated leadership in key industries driving the local economy, including law, real estate, construction, development, finance and the public sector. Justine is a member of Procopio’s Real Estate practice, representing private entities and public interest groups on a variety of land use, planning and entitlement matters throughout various stages of the real estate development process and municipal law.

Justine’s real estate law practice includes due diligence prior to acquisition, assisting with adopting and amending general plans, community plans, entitlements, drafting development agreements, easements, memorandums, and issues pertaining to the Coastal Act, the Subdivision Map Act and other related statutes. She also assists clients in reviewing and drafting land use ordinances permit findings, and similar land use regulatory documents.
Her career has been on the legal fast track, most recently in January when she became one of the youngest female partners in Procopio’s history. She has represented major retail and multi-family developers in complex land use matters across San Diego County, from large shopping centers to transitional housing.
Justine’s representations include assisting developers, REITs, institutions, and non-profits navigate the land use entitlement and California Environmental Quality Act (CEQA) process for new developments and redevelopments including retail shopping centers, mixed-use projects, residential projects, and more.
Justine is active in her community beyond her legal work. Last year she was elected to the Board of Directors of the Downtown San Diego Partnership, which she handles along with board seats on the San Diego County Taxpayers Association, Urban Land Institute, and Navajo Community Planners. She also serves as a Code Monitoring Team Member for the City of San Diego. Justine holds a J.D. from the California Western School of Law and a B.A. from San Diego State University.
