For more than 25 years Mr. Kuhlman's practice has focused on serving the construction industry, representing owners, developers, builders, and design professionals in every phase of private and public construction, from initial planning through dispute resolution. He practices extensively on the transactional side, where he has structured, negotiated and drafted design and construction contracts for large projects throughout California and in the southwestern United States.
Prior to joining Procopio Mr. Kuhlman was a principal at Ramseyer and Kuhlman, APLC.

Mr. Kuhlman received a Bachelor of Philosophy degree, cum laude, from Miami University, Oxford, Ohio in 1979, and a law degree from the University of California at Los Angeles in 1983. He has practiced law continuously in San Diego since 1984, and is admitted to practice in all state and federal courts in California, as well as in the U.S. Court of Appeals for the 9th Circuit and the U.S. Court of Federal Claims.
Mr. Kuhlman served on his community’s land use planning board for eight years, is a past board member of the Rancho Family YMCA, and currently serves as a Director for both Community Catalysts of California and it’s subsidiary, Community Catalysts Housing Alliance, a non-profit organization dedicated to the creation of housing that would be affordable to individuals with disabilities and others with extremely low incomes. Mr. Kuhlman also belongs to various professional organizations, including the American Bar Association (Member, Forum on the Construction Industry), the San Diego County Bar Association, and the Association of Business Trial Lawyers. Most recently, Mr. Kuhlman was selected for inclusion in the 2007, 2008 and 2009 Southern California Super Lawyers® - San Diego lists for Construction Litigation. He is an AV rated attorney by Martindale-Hubbell.
