Linda Adams Secretary of the California Environmental Protection Agency
Secretary Adams is the former director of the California Department of Water Resources and she was appointed by Governor Arnold Schwarzenegger in May 2006 as Secretary of the California Environmental Protection Agency. Secretary Adams was designated as California's lead negotiator on AB 32, the Global Warming Solutions Act of 2006. The Secretary also serves as the Chair of the California Climate Action Registry ("CCAR"). The CCAR is one of the global leaders on climate change and carbon trading issues. The Secretary is in San Diego to discuss the American carbon market and her presentation to the Environmental Breakfast Club will include this and other climate related topics.
Ellen Peter Chief Counsel, California Air Resources Board
Ellen M. Peter was appointed Chief Counsel of the California Air Resources Board (ARB) in May 2008. She and her staff in the Office of Legal Affairs provide legal advice to the Board and its executive staff on the development and implementation of air pollution control regulations and other matters. As a member of the Board's executive staff, she helps formulate policy recommendations to the Board and its Executive Officer. In addition, she manages the Enforcement Division with more than 125 investigators and air pollution enforcement specialists. In her previous position as a Supervising Deputy Attorney General in California's Office of the Attorney General, Ms. Peter headed the legal team that defended the Pavley AB 1493 vehicle greenhouse gas emissions standards against the auto industry's attacks in federal and state courts. Her team filed the affirmative litigation challenging the United States Environmental Protection Agency's delay tactics and denial of California's waiver request for these standards. The ARB is currently working on climate regulations that will affect all businesses and the community in general. General Counsel Peters will address key components of the climate regulatory program.
