Mr. Davis is a member of Procopio’s Environmental & Land Use and Public Agencies & Charter Schools practice groups. Mr. Davis’s practice involves a variety of land use and environmental matters focused on climate change and sustainability issues, including the representation of government, developers, businesses, and individuals concerning permitting, compliance and enforcement matters under federal, state and local laws such as the Clean Air Act, the Clean Water Act, Superfund, the Endangered Species Act, the California Environmental Quality Act, and the California Global Warming Solutions Act (Assembly Bill 32). Mr. Davis also advises charter schools on lease negotiations and Proposition 39 facility requests, filing for and maintaining status as a tax-exempt organization under California and federal law, and special education matters.

Before joining Procopio as an attorney in 2009, Mr. Davis worked at the firm as a law clerk, paralegal and intern since 2000. In these positions, Mr. Davis closely tracked developing international, federal and California climate change legislation and regulations, and monitored climate change litigation and disclosure requirements. Mr. Davis has co-authored and contributed to many articles and presentations on climate change and sustainability issues.
Mr. Davis earned a Bachelor of Arts in Government from the University of Redlands in 2000 and his J.D. in 2008 from California Western School of Law, cum laude.  He was admitted to practice in California in 2008 and is also admitted to practice before the Southern District of California.  Mr. Davis is a member of the American and San Diego County Bar Associations and the Tom Homann Law Association.
